CEO
Grant Westmorland, CEO of Pacific Maritime Group, has over 30 years of extensive maritime experience. He has successfully created a multi-faceted
waterfront business that serves clients both locally and nationwide with their diverse and complex maritime needs. Grant’s experience and comprehensive knowledge of marine logistics, construction, salvage operations, project management, tug and barge movements, sales and client satisfaction have created Pacific Maritime Group, and his dedication and oversight continue to drive the business creatively and soundly. Steve Frailey
President
Steve is a former U.S. Navy Diver who went on to become a Department Head and Dockmaster at Campbell Shipyard until its closing in 1999.
In 2000, Steve joined his current business partner Grant Westmorland and has since been an integral part of growing the business. Steve still operates on his Master of Towing Vessel license and enjoys the variety of projects he is involved in. Steve especially appreciates working with our customers and the communities we live and work in. Steve is married to his high school sweetheart and they have one son who is pursuing an academic career when he is not working as a deckhand. Steve enjoys distance running and open water swimming to keep in shape.

Jason Hope CPA, CFA
Chief Financial Officer
Jason Hope is the CFO at Pacific Maritime Group where he provides financial expertise, guidance and oversight to the business.
Mr. Hope has over 12 years of experience working in accounting and finance roles at various private and not-for-profit organizations. Mr. Hope graduated from Brigham Young University with a B.S. degree in 2005 in Accountancy and a master’s in accountancy in 2006. Mr. Hope worked in the San Diego office of KPMG where he focused in the audit and advisory function on large public and private, including not-for-profit, organizations located in San Diego and the Southwest. Subsequently, Mr. Hope spent time as an equity research analyst, in private equity, and in industry. Mr. Hope has had an active CPA license from the state of California since 2007. He has held the designation of CFA charter holder since 2010. He helps businesses achieve financial and business success through meticulous attention to detail and impeccable accuracy and has built lasting client relationships founded on trust and results.

Pat is also active in the maritime community outside of the office. He is the current president of the Propeller Club, Port of San Diego and is a member of the Bay Planning Coalition.

Operations Manager
Corey Umstead is the Operations Manager at Pacific Maritime Group, where he leads a team of dispatchers, captains, engineers and deckhands who
provide quality service for in-harbor tug and barge support, marine construction projects, harbor dredging, crew boat services and ocean towing.
Before joining PMG, Corey worked a decade for some of the leading firms in the oil and gas sector of the maritime industry, helping to discover, drill and produce new sources of hydrocarbons. He came ashore to work in the environmental services industry, supervising the collection services for the City of Chula Vista. Corey helps to plan and manage operations and personnel all throughout the West Coast of America. His team is ready to provide wide ranging support for our clients with the in-house capability and expertise to make customer’s dreams a reality.

Naval Information Warfare Center and NIST for Dept. of Commerce. Brad is a seasoned Project Manager within numerous disciplines and has managed projects in excess of $45M and direct reports of 250+. He provides a rare combination of business strategy and stakeholder engagement. He brings a unique skill of integrating emerging technology to help reach and expand client base whether that is in the boardroom, in the field, or on the campaign trail for Presidential and Congressional candidates. Brad is a native of Texas, and for more than 20 years he has worked with and for the United States Government in Washington D.C. and abroad.
