Grant Westmorland, CEO of Pacific Maritime Group, opened a marine construction business in 1981 and over 40 years it has evolved into a multi-faceted waterfront business that serves clients both locally and nationwide with their diverse and complex maritime needs. Grant’s experience and comprehensive knowledge of marine logistics, construction, salvage operations, project management, tug and barge movements, sales and client satisfaction have created Pacific Maritime Group. His dedication and oversight continue to drive the business creatively and soundly. Grant and his team work diligently to stay competitive and effective, doing so with ethics and integrity.
Government & Military Affairs/Sales – Partner
Steve is a former U.S. Navy Diver who went on to become a Department Head and Dockmaster at Campbell Shipyard until its closing in 1999. In 2000, Steve joined his partner in the business, Grant Westmorland and has since been an integral part of growing the business. Currently, Steve is focusing on Government and Military Affairs and Sales. Steve has a Master of Towing Vessel license and will still run a tug on occasion. He is also active in the maritime community and served as a past or present Board Member with the San Diego Maritime Museum, Harbor Safety Committee, Propeller Club, Maritime Alliance, and Barrio Logan Community Planning Group. He is a lifetime member of the SD Navy League and present Commodore at the Southwestern Yacht Club.

Walt Jellison, President and General Manager at Pacific Dredge and Construction, LLC., where he provides leadership and direction for this rapidly growing company. He joined PDC in 2019, bringing more than forty years of marine construction and dredging experience to his role with the company. Growing up in San Diego, Walt has always enjoyed the water and the ability to make a career of working in the marine environment.
Chief Operating Officer/Chief Legal Officer
Cameron Katebian, Chief Operating Officer and Chief Legal Officer of Pacific Maritime Group, has over 15 years of operational and legal experience in public and private construction. He is a California Licensed Attorney holding Engineer-In-Training and Project Management Professional certifications. With a wealth of experience in executive leadership positions across various industries including, power, water, transportation and heavy-civil construction, Cameron brings a unique blend of strategic and cross-functional expertise to drive business growth and success.
Director of Sales
Over the years, Pat has been instrumental as our company has grown from a small tug and barge company to the robust marine services and construction company that we are today. Along the way, Pat has served as Operations and General Manager. In his current role, Pat’s primary focus is providing our San Diego and San Francisco Bay Area Government and Commercial customers with the highest level of service and integrity. Pat is also active in the maritime community outside of the office. He is the past President and a current Board Member of the San Diego Propeller Club and is a member of the Bay Planning Coalition.
Bob has been a part of our team since the inception of the company. With over 40 years in the marine industry, Bob has been exposed to every aspect of maritime work. From Ship repair to Ocean transportation, from Harbor and Ocean tug service to heavy lift crane and construction work, Bob has done it all. Bob’s experience is invaluable to customer relations and will willingly share his knowledge in the development of your maritime project.
VP of Business Development
Robbie is our Business Development Coordinator for the Los Angeles and San Francisco area. He has over 30 years of experience in the marine industry that includes project management in marine construction, oil and gas sector, dredging, salvage, estimation and quality control. This experience has been gained by executing work around the globe, including work inside the Arctic Circle, tropical areas, the Gulf of Mexico, the Pacific Region, and many other areas.
Branch Manager, Long Beach
Travis Stephens, Branch Manager at Long Beach, has over 35 years of experience in Marine Operations. He has sailed on his license in Alaska, the Pacific Northwest, the West Coast, Caribbean, San Francisco Bay and the great rivers of the West--Columbia, Snake, Stikine, Fraser, and the Yukon. Areas of experience include commercial fishing, passenger operations, project management, dredging, marine construction, salvage, and towing. A graduate of University of Wisconsin-Eau Claire, this farmer's son keeps our Long Beach operation running smoothly.
Tony Olson is our Operations Manager, who oversees our dispatch and operations departments. He joined us in 2021 after over 20 years of experience as a Captain and Salvage Master in the San Diego area as well as Operations Manager in the maritime industry. He has enjoyed working on various programs such as the Navy Mastt Submarine, the San Francisco Bay, Gulf of Mexico, Puget Sound, Florida, and Guam. He is instrumental in coordinating our jobs and resources with the Sales Department to make sure all vessels and assets are where they are needed. He is well respected in our industry and an essential member of the PMG team.
Project Engineer/Hydrographic Surveyor
Matt MacArthur is Project Engineer/ Hydrographic Surveyor for PDC. Beginning with his time in the US Coast Guard and continuing through his many challenging assignments and projects since, Matt has over 15 years of progressive experience working in the marine construction industry, as a Hydrographic Surveyor, Project Engineer, CQM, Project Manager, along with many other important roles on a multitude of projects along the West Coast.
Director of Operations & Sales, Newport Beach
Jorge is part of the PDC team, working as Director of Operations and Sales for Newport Beach. He has over 10 years of experience in Civil and Marine Construction. He has also worked in the capacity of Project Engineer for many of our Dredge jobs.
Nick Gibson is the Long Beach Port Captain at Pacific Maritime Group where Nick oversees maintenance, operations and upkeep of the Long Beach facility, vessels and crew. Nick has worked in the maritime industry for 20 years and has been with Pacific Maritime Group since 2015. Nick helps maintain work readiness and works with customers to complete all jobs to the highest standards possible. Nick is from San Diego and his hobbies are fishing, shooting and working.
Frank Crivello, our Port Engineer, is a professional with over 45 years of experience in Marine construction and commercial fishing. Frank has proven experience with ocean and marine engineering, project management, port structure assessment, and port facility inspections. Frank is adept at hands-on project management with proven success at solving technical and logistical and problems. His keen attention and dedication ensure that PMG’s fleet is always in top condition.
Charles Von Ferdinand
Office Manager/ Human Resource Manager
Charles is our Human Resources Manager and is a professional with over 13 years of human resource management experience in various fields. He has notable experience in: strategic human resource planning, performance management, staffing, federal and state law compliance, employment contract negotiations, employee benefits, compensation and payroll, training and development, and management coaching. He holds a Master’s Degree in Human Resources Management (MSHR) from Pepperdine University and a Bachelor’s Degree in Business Administration from Marymount College. He is a member of the Society of Human Resources Management (SHRM) with his Professional Human Resources (PHR) certification from the Human Resources Certification Institute (HRCI) and his SHRM-CP certification through SHRM.
Luz Maldonado is the Controller at Pacific Maritime Group and Pacific Dredge and Construction LLC, where she manages the accounting team, produces monthly financial statements, and creates processes to improve accounting department efficiency. Luz has a B.S. Degree in Business and Accounting from Cal State. She began her career at a logistics company as staff accountant and then took a role as Accounting Manager overseeing client financials for a large accounting consulting firm. She brings over 19 years’ experience in corporate accounting to PMG.
Robert is enjoying his 30h year in purchasing on the waterfront. As a sourcing and logistics veteran Robert keeps the fleet in good supply. He is quick to remind you that “you don’t get what you deserve, you get what you negotiate.” When not at work he can be found on his sailing ketch the “Kelly Lynn”.
Executive Administrator / Special Projects
Robyn Westmorland works with our team as Executive Administrator and Special Projects Assistant. Her experience in the yacht charter industry as well as property management give her the knowledge and skills to support the departments in various needed capacities. She received her B.S. from Carroll University.
Health, Safety and Environmental Manager
Bill Harju is our Health, Safety and Environmental Manager. A dedicated and meticulous Management Professional with over 30 years experience as Project Manager, Operations Manager, Safety Officer, HSE manager, Compliance Manager and Diving Supervisor. He strives to constantly improve the safety culture within the Pacific Maritime Group of companies by conducting regular safety meetings, observations and developing supportive relations with all our employees.
FSO and IT Manager
Alan Le graduated from UCSD with the BS degree in Computer Science and Engineering. He then became a consultant working on Security, Network and System management with many large corporations (AIG, AMX, BofA, Cigna, Intuit, Qualcomm, SCE…) and the DoD (US Army, US Airforce, US Navy, DCMA, DISA, NETCOM, SPAWAR…). He is currently the FSO and IT manager for Pacific Maritime Group, Inc.
Fran's extensive background in the maritime industry from accounting to operations to Human Resources has provided her with the ability and knowledge to decipher and manage a wide array of legal documents from simple rental agreements to multimillion dollar Government dredge and construction contracts. Frans versatility in office management has made her invaluable as a team player to quickly respond to assist in all areas of everyday office duties. Fran is highly proficient with payroll, accounts payable, and receivable. Fran is always ready to jump in where needed with full confidence to accomplish any task.
